In 2001 the tithi runs from 8:16 am on 27 Mar to 8:22 am on 28 Mar; it is running at sunrise (the usual rule, called udaya tithi) on Wednesday, 28 March 2001, so that is the day of Gangaur.
How the date is fixed
Gangaur falls on the third day of the bright half of the lunar month Chaitra (Shukla Tritiya). The date is the day on which that tithi is running at sunrise (the usual rule, called udaya tithi).
About
Gangaur falls on the third tithi of the bright half of Chaitra, in March or April, and closes a worship of Gauri (Parvati) and Isar (Shiva) that begins on the day after Holi and runs for about eighteen days. The tithi at sunrise is taken. Women keep the days with songs and clay images of Gauri and Isar, and on Gangaur the images are carried in procession to a lake or well; the processions at Jaipur and Udaipur are the best known.
How it is observed
A fast, worship of clay images of Gauri and Isar with songs, and the procession of the images to water on the last day.
