How the date is fixed
Every full-moon day, taken as the day on which Purnima is running at sunrise: the day for the Purnima vrat and for bathing and gifts (snana-dana). Night observances of the same full moon, such as Sharad Purnima, can fall on the evening before.
About
Purnima is the tithi in which the Moon reaches 180° from the Sun, closing the bright half of each lunar month. Each month's Purnima takes its name from the month and usually carries its own observance: Guru Purnima in Ashadha, Raksha Bandhan in Shravana, Sharad Purnima in Ashwina, Kartika Purnima, Holi in Phalguna and so on. The lunar month is itself named after the nakshatra near which its full moon falls. For the Purnima vrat and the Satyanarayana puja, the tithi at sunrise is taken; the Purnima vrat is kept on the previous day when Purnima is absent at sunrise but present through the afternoon.
How it is observed
A fast or the Satyanarayana puja, river bathing, and charity; the month's named festival where there is one.
